In Reggio Emilia (Italien) haben die örtlichen Stadtwerke entschieden, 75 Millionen Euro in grüne Hochtechnologie, nämlich eine Anlage zur Gewinnung von Biogas aus organischen Abfällen zu investieren (FORSU).

Für den Bau wurden zehntausende Tonnen von Beton verwendet, und eine Fläche von ca. 17 Hektar ursprünglichen Ackerlandes wurde komplett versiegelt.

Die Biogasanlage ist in der Bevölkerung sehr umstritten. Ganz besonders werden Geruchs- und Geräuschbelastungen beanstandet sowie tatsächliche Energie-Effizienz und Umweltverträglichkeit angezweifelt. So kann aufgrund technischer Probleme offenbar etwa ein Drittel des entstandenen Gases nicht gewonnen werden, und auch die Emission schädlicher Stoffe (z.B. Ammoniak) scheint über den Grenzwerten zu liegen. Aktuell laufen dazu Untersuchungen.

Ich hatte die Gelegenheit, den gesamten Bau der Anlage bis hin zum laufenden Betrieb zu verfolgen. Die Ambivalenz von grünem Fortschritt und unwirklichem, in gewisser Weise lebensfeindlichem Charakter des Ambientes hat mich über den gesamten Zeitraum beschäftigt.

Pay off – The Price of Sustainability

In Reggio Emilia, Italy, the local utility company decided to invest 75 million euros in green high technology: a biogas plant for producing biogas from organic waste (FORSU).

Tens of thousands of tons of concrete were used in its construction, and approximately 17 hectares of former farmland were completely sealed.

The biogas plant is highly controversial among the local population. In particular, complaints are made about odor and noise pollution, and its actual energy efficiency and environmental compatibility are questioned. Apparently, due to technical problems, about a third of the gas produced cannot be extracted, and emissions of harmful substances (e.g., ammonia) also appear to exceed legal limits. Investigations are currently underway.

I had the opportunity to observe the entire construction of the plant, from its initial construction to its operational phase. The ambivalence between green progress and the surreal, in some ways inhospitable, nature of the surrounding environment preoccupied me throughout the entire period.
